A fully funded master's degree is one of the highest-leverage moves a student can make: a world-class credential, an international network, and zero debt. Dozens of governments and universities run programs that genuinely cover everything — but each has its own eligibility logic and calendar. This guide pulls the strongest fully funded master's programs from our verified directory of 70 scholarships, organizes them by region, and explains what separates winners from rejected applications.

United Kingdom. The Chevening Scholarship is the UK government's flagship: a one-year master's for emerging leaders from eligible countries, requiring an undergraduate degree, two-plus years of work experience, and three UK course choices. Applications typically run August to October each year. The Commonwealth Shared Scholarships target students from eligible Commonwealth countries who could not otherwise afford UK study, with applications usually opening in November and closing in early December. The Gates Cambridge Scholarship and the Rhodes Scholarship fund postgraduate study at Cambridge and Oxford — among the most competitive awards on earth, with Rhodes deadlines varying by constituency between July and October.
Europe. The Erasmus Mundus Joint Masters funds joint degrees across two or three European countries, with most consortium deadlines between October and January. In Germany, DAAD EPOS funds development-related postgraduate courses (deadlines mostly August–October; apply to the university directly), and the DAAD Helmut Schmidt Programme funds public-policy master's degrees with a fixed 1 June–31 July window. See our Germany guide for the full breakdown.
United States and Canada. The Fulbright Foreign Student Program remains the gold standard for US study — no single global deadline; your country's Fulbright commission sets it, usually between February and October. In Canada, the McCall MacBain Scholarships at McGill cover tuition plus a monthly stipend and relocation grant, with international applications usually closing in mid-to-late August.
Asia and the Middle East. This is where funding is quietly deepest. The MEXT Scholarship (Japan), the Chinese Government Scholarship, and Türkiye Burslari (applications ~10 January–20 February yearly) are all fully funded government programs with far less global competition than Chevening or Fulbright. Australia Awards cover the Oceania region — details in our Australia guide. For research-oriented students, the KAUST Fellowship (Saudi Arabia) and the MBZUAI Scholarship (UAE) fund master's students with full packages and strong stipends.
Programs use the phrase loosely, so check inclusions line by line. A genuinely fully funded master's typically covers:
Red flags that mean "not actually fully funded": tuition-only awards marketed as full scholarships, stipends quoted without the city they are meant to cover, and awards that require you to top up living costs from savings. The programs listed above all clear the bar — which is why they made this guide.
The same traits repeat across winning applications. Selectors are not looking for the highest GPA — they are looking for a story:
Master's deadlines are spread across the whole year — almost always a window open, but missing one usually costs a full year. Work backwards from a September 2027 start:
Apply to four to six programs across at least two regions. Treat it like a portfolio: one dream award, two to three fits, and one to two high-probability government programs in Asia or the Middle East. Track every date on our scholarship deadlines calendar — and confirm each deadline on the official page, because dates shift yearly.
None are easy, but government programs in Asia and the Middle East — MEXT, the Chinese Government Scholarship, Türkiye Burslari, KAUST, and MBZUAI — typically face less global competition than Chevening or Fulbright while offering genuinely full packages. "Easiest" means fewer applicants per place, not a weak application.
Yes — most winners applied to four or more. The programs are independent, with separate applications and timelines. Disclose other awards honestly if asked, and check each program's rules on holding two awards simultaneously.
Some do. Chevening requires two-plus years of work experience; DAAD EPOS targets professionals with post-degree experience. Erasmus Mundus, MEXT, Türkiye Burslari, and most university scholarships accept strong recent graduates — but read each program's eligibility page before assuming.
At least 9–12 months before your intended start date. References, English tests, transcripts, and polished essays cannot be rushed — and the earliest deadlines (October–January) arrive faster than you expect. Start with the timeline above and work backwards.
